Open Group Conference "Companies and Self-employed"
On September 24, the Open Group company organized a conference, during which representatives of government and business authorities discussed the issue of the status of self-employed. Among those present was TPA/Axis Director Elisabeth Gorodkov-Goutierre
. The self-employed status was introduced in Russia at the beginning of 2019 as an experiment in some regions of Russia, including Moscow, but the results were so positive that by the end of 2020 registration as self-employed will become available in all regions. This system was developed with the participation of large companies that were also present at the conference - among them Yandex and Youdo, as well as a member of the big four Deloitte, the Federal Tax Service, the Ministry of Labor, which were interested in this issue. Not so long ago Vedomosti published an article about Yandex work with self-employed people - why they were interested in such an innovation, and about the government's first attempt to introduce this system. The article can be found at the link
At the moment, according to statistics, more than a million self-employed have already been registered, and the daily increase is about 3500 people, while 82% of self-employed did not declare any income from entrepreneurial activity before registration, and 42% did not declare income at all. The total income of the self-employed since the beginning of the experiment reached 150 billion rubles. The Federal Tax Service evaluates this trend very positively, but Rostrud has a more restrained and conservative position. Undoubtedly, with this format of employment, there are risks that cause concern, for example, possible violations of the employment contract and tax evasion. It should be remembered that a self-employed is not a full-time employee, they are not obliged to be in the office, follow the work schedule and obey the staff schedule, which can lead to some problems. Also, no "supervisory bodies" have yet been created for the quality of self-employed services, and it is more likely that the company will have to be responsible for the inadequate service, which thus calls into question its reputation. Now the FTS does not take punitive measures when violations are detected, but gives explanations and recommendations, since the program is new, while registration in it is as simple as possible, you just need to install the application and register, which can facilitate the registration of many categories of workers - freelancers, programmers, teachers, housekeepers and others.
Also at the conference, new initiatives were discussed, which, undoubtedly, will facilitate the work of foreign companies
- now it is possible to provide services to citizens of the Russian Federation from abroad, paying a tax of 6% (the rate is the same for individuals and legal entities). At the moment, the program is open to citizens of Russia and Eurasian countries living in Russia. More details can be found there - https://npd.nalog.ru/faq/
